When one side is used, that side gets stronger, and it gains the benefits of an increased tier. However, on the final tier, you are locked into that side with a detriment for 1 hour. Your tier is reset to 0 after a Long Rest, the 1 hour lock has subsided or you perform an action in the opposite direction. If you ever perform an action that causes a shift to occur in both directions, nothing happens.
