The higher tiers require the requirements and cost of prior tiers. The current tier's cost and time to build is subtracted from the cost and time to build for the higher tier. ### Estate Estates are the starting foundation for a city, they are require to allow the building of other plots. Requires a suitable location like mountains to build.
